It surfaces years later — as a departmental inspection, a claim from a former workman, or a demand for arrears with interest and damages on top. By then the exposure has compounded quietly across every month the register went un-updated.
Most establishments do not fail compliance deliberately. They fail it because the rules change, the returns are many, the deadlines are monthly, and nobody in the business owns them.
Delayed PF and ESI remittances attract interest and damages that can exceed the contribution itself.
Missing registers, un-displayed abstracts or stale licences turn a routine visit into a show-cause notice.
Your contractor's default becomes your liability when contract labour records are not verified every month.
Without scrutiny, establishments quietly pay claims and contributions they were never liable for.
We undertake long-term compliance contracts as well as advisory engagements — whichever fits how your establishment is run. Every service below is delivered by the same in-house team, not sub-contracted out.
Long-term contracts under which we take on prompt compliance across all applicable labour laws — registers, returns, remittances, renewals and displays. Your resources stay free while we keep pace with every changing regulatory requirement.
Discuss an engagementProfessional consultancy under the social security and labour legislations — Provident Fund, State Insurance, Factories Act, Wages, Bonus, Gratuity, Maternity Benefit, Professional Tax and Shops & Establishments — as a single window, at affordable charges.
Ask a consultantEnd-to-end payroll processing with statutory deductions computed correctly at source — PF, ESI, Professional Tax and TDS — reconciled to your remittances and returns each month.
See how it worksPrincipal-employer protection under the Contract Labour (Regulation & Abolition) Act — contractor licence verification, monthly record scrutiny, register maintenance and remittance proof collection.
Protect your liabilityA documented audit of your establishment against every applicable Act — what is in order, what is exposed, and what it will take to close each gap. The right first step for any new engagement.

What we handle
The four Labour Codes came into force on 21 November 2025, and the Central Government notified the final central rules in May 2026. Labour is a concurrent subject, so each state must notify its own rules — and Kerala has published drafts but has not yet notified them. Until it does, establishments here work to the central rules alongside the existing state and transitional provisions.

Most of the Codes consolidate what you were already doing. Four changes do not — and each of them moves real money. We work these through establishment by establishment, because the impact depends entirely on how your salary structure is built today.
Book a Labour Code readiness review"Wages" is now defined uniformly across all four Codes, and allowances excluded from it are capped — so basic pay must effectively reach half of total remuneration. That lifts the base for PF, gratuity, bonus and leave encashment together.
Fixed-term employees qualify for gratuity after one year of service, against five for permanent staff — a liability that accrues from the first contract, not the fifth.
Issuing an appointment letter is now a statutory obligation for every employee — the single most common gap we find in establishments that have always hired on an understanding.
The Codes move toward a single registration, licence and return in place of separate filings per Act — genuinely less paperwork, once the state rules settle what it looks like in Kerala.
This summary is general information on the position as reviewed on 1 August 2026, not legal advice. State rules and enforcement practice are still developing — talk to us about how the Codes apply to your establishment specifically.

OUR SOFTWARE
After two decades of correcting the same payroll and attendance errors inside client establishments, we built Norms HRMS — an HR and payroll platform with the statutory rules already encoded. PF, ESI, Professional Tax and TDS are computed as payroll runs, not reconciled afterwards.
A product of NORMS Management Private Limited — the same team that carries your compliance.
We conduct labour law training for management executives and workshops for your workforce — so that supervisors know what the register is for, and employees know the benefits they are entitled to under Employees' State Insurance, Provident Fund and the rest.
Obligations, liabilities and the practical consequences of a lapse — framed for the people who sign off.
Awareness sessions on ESI and PF benefits — fewer misunderstandings, fewer avoidable disputes.
We break down one statutory topic at a time — inter-state migrant workmen, ESI entitlements, wage revisions — for the HR teams who have to apply them on Monday morning.
E&D HR Services Pvt Ltd is a premier provider of comprehensive Human Resources solutions. With a focus on employee outsourcing, they connect businesses with top-tier talent, provide contract-based staffing solutions, and manage the entire employment lifecycle for your organisation — while NORMS keeps the statutory side of that workforce compliant.
Talent on their rolls, working on your floor.
Scale headcount up or down without permanent liability.
Onboarding to exit, managed end to end.
Most establishments start with an audit, because you cannot outsource a problem you have not measured.
We map every Act applicable to your establishment and document, act by act, where you currently stand.
Backlogs are regularised — registers reconstructed, registrations obtained, arrears computed and settled.
Contributions, returns, renewals and displays run on a fixed calendar we own — with proof filed back to you.
When the department visits or an enquiry is raised, we attend and represent you with the records in order.
Close enough to attend your inspection in person. Working hours 9:00 am – 5:30 pm; closed on the 4th Saturday of every month.
